Across the United States, juvenile arrest rates have reached 40-year lows, dropping precipitously over the past 20 years.

The Department of Correction’s 2,500-strong workforce was strengthened today with the addition of 24 individuals when the latest recruit class graduated from the Correctional Employee Initial Training (CEIT) academy. CEIT is a 9-week course of instruction combining hands-on and classroom training that prepares new Correctional Officers and other staff for assignments in prison facilities across the state.

This report, released as a follow-up to No Place For Kids, introduces new evidence on the widespread maltreatment of youth in state-funded juvenile corrections facilities. It tells of high rates of sexual victimization, the heavy-handed use of disciplinary isolation and a growing roster of states where confined youth have been subject to widespread abuse.
